Kvaser CANlib 3.9 beta release

There's a beta release of canlib 3.9 available for download here. This release includes support for PCIcanx, PCIcanx II, and PC104+. (Strictly speaking you don't need a new driver for the PCIcanx. The only thing you can't do with 3.8 or older drivers is to read the EAN code from it.)
